CIF Public Sector Sub-Contracts: Explained is the fourth book in the successful “Explained” series. This book is based on and explains the following sub-contracts published by the Construction Industry Federation:
Agreement and Conditions of Sub-Contract for use in conjunction with the forms of Main Contract for Public Works Issued by the Department of Finance 2007
and the
Agreement and Conditions of Sub-Contract (NN) for use in conjunction with the Forms of Main Contract for Public Works issued by the Department of Finance 2007 where the Sub-Contractor is a specialist who has been Named by the Employer or whose Contract with the employer has been Novated (“NN Sub-Contractor).
It is generally agreed that public procurement will be the major activity sector of the construction industry for the foreseeable future. A large proportion of public sector construction projects will be procured under the Public Works Contracts and the contractual relationships between Main Contractors and Sub-Contractors will be critical to both parties for the successful completion of any contract. It is clear that an understanding of the elements involved in these contractual relationships will be at the heart of this success.
It is also important that those already involved in public works construction contracts, whether they are designers, engineers, quantity surveyors, consultants, contractors or those setting out on a career in construction, that they have an understanding
of how these forms of contracts will impact on the ways in which public works construction projects are executed.
This book explains each contract clause in a clear and easy to understand manner to allow the reader to develop an insight into how these contracts will operate. This book will add to the readers’ understanding of the strict and critical administrative procedures demanded by these contracts.
About the Authors

Mediator has over 30 years experience in the construction industry.
Martin Lang Member of the Chartered Institute of Arbitrators a CIArb Accredited Mediator, an EI Assessed Conciliator, and a CIArb Assessed Conciliator. He is Head of Contracts and Dispute Resolution in the Construction Industry Federation and has acted as Mediator in over 150 construction related disputes and has acted as conciliator in over 50 disputes. He is also involved in the training and assessment of mediators and conciliators and is also involved in the training of those in the procurement and management of construction projects. Martin has been involved in the construction industry at a senior management level in Ireland, UK, Spain, Portugal, Middle East and Africa for the last 35 years. He is the co-author of the three other publications in the Explained series of books.
